JEFFERSON CITY 鈥 A five-way Democratic primary is brewing in the race to replace term-limited state Sen. Brian Williams in north 果酱视频 County鈥檚 14th district.
With Williams set to challenge for 果酱视频 County executive, former Rep. John Bowman is scheduled to formally kick off his campaign with an announcement Tuesday.
Others vying to win the Aug. 4, 2026 primary include Rep. Raychel Proudie of Ferguson, Rep. Doug Clemens of St. Ann, former Biden administration aide Joe Palm of University City and Shante Duncan, a consultant.
The district includes Ferguson, Hazelwood, Overland and University City and is home to 果酱视频 Lambert International Airport and the University of Missouri鈥摴词悠. The district includes some areas of wealth and some of the poorest cities in the state, and is home to environmental challenges,including radioactive hotspots. It also contains the city of Ferguson, which became a focal point for race relations after the police shooting death of Michael Brown 11 years ago.

The district is solidly Democratic and the winner of the primary is all but assured victory in the November 2026 general election. No Republicans have signaled plans to run, according to Missouri Ethics Commission records.
Bowman has seeded his campaign with $40,000 of his own money in a bid to return to the state capital after he departed the House in 2008 amid a credit card scam.
Bowman, who has been president of the 果酱视频 County NAACP chapter since 2019, served as a delegate to the Democratic National Convention in 2016 and 2020. He also serves as Normandy Township committeeman and was elected in 2023 as a director of the Northeast Ambulance and Fire Protection District.
鈥淚鈥檝e been participating in public service the majority of my life,鈥 Bowman said Monday. 鈥淢y whole effort is to take us back to the basics and bring real-life issues to the forefront. People are facing critical needs when it comes to basic things like affordability.鈥
Bowman pleaded guilty to a misdemeanor in 2009, and was sentenced to five years鈥 probation and ordered to repay $19,874 for his part in the credit card scandal.
He had served a north 果酱视频 County legislative district for four years and was chairman of the legislative Black Caucus when he resigned.
He was among 17 defendants who were indicted in U.S. District Court in January 2007, along with Robert Conner, a former vice president with Bank of America鈥檚 branch in Chesterfield, for a credit card scheme that allegedly rang up $1.5 million in fraudulent charges and cash advances.
Bowman originally had been charged with bank fraud and credit card fraud, both felonies, and had faced as much as 40 years in prison.
Bowman told the judge at the time he accepted responsibility.
鈥淭his is truly one of the most regrettable situations I have found myself in, 鈥 Bowman told the judge. 鈥淭he burden this has put on my family and friends has made it clear to me I would never get involved in anything like this again.鈥
Clemens, who is term-limited after eight years in the House, is holding his campaign kickoff on Sunday at a labor union hall.
The former state representative, who has $12,364 in his campaign account, previously served as chairman of the West Lake/Bridgeton Landfill Community Advisory Group, which has been active in efforts to address radioactive waste in the region.
Proudie held a kick-off fundraiser in mid-June and has nearly $23,000 in her campaign account.
Donors include a handful of current and former state lawmakers, 果酱视频 County Council member Rita Heard Days and unions representing firefighters.
During her tenure, Proudie鈥檚 assignments have included stints with the budget, children and families, higher education and rules committees; as well as serving on joint committees on government accountability and public assistance.
Palm, who served as a regional director for the U.S. Department of Health and Human Services beginning in 2022, has no money in his campaign account, according to his July 15 filing.
鈥淗e is stepping up to fight for safer streets, better schools, and a future where every 果酱视频an has a fair chance 鈥 no matter where they live or how much they make,鈥 his campaign website states.
Along with his work for the federal government, Palm was chief of the Office of Minority Health in the Missouri Department of Health and Senior Services, which included overseeing mobile testing and vaccination sites during the COVID-19 pandemic.
Palm also worked in the 果酱视频鈥 mayor鈥檚 office and as a legislative researcher in Jefferson City. He began his career as a firefighter in 果酱视频.
Duncan runs a 果酱视频 nonprofit that provides safe housing for women who are victims of domestic violence. The organization, Sisters Helping Each Other Reach a Higher Height, also teaches people how to identify and prevent trafficking of girls.
Duncan, who has more than $11,000 in her campaign account, said she would prioritize improving public education, helping local small businesses thrive and ensuring access to quality health care.
She has worked for the Missouri Democratic Party and for 果酱视频 Democratic state Sen. Steven Roberts Jr. in the past. Roberts鈥 father, Steven Roberts Sr., has donated to Duncan鈥檚 campaign.
